Une r\u00e9cente \u00e9tude de <\/span><a href=\"https:\/\/financialpost.com\/real-estate\/canada-housing-affordability-government-cmhc\"><span style=\"font-weight: 400;\">rapport<\/span><\/a><span style=\"font-weight: 400;\"> La Soci\u00e9t\u00e9 canadienne d'hypoth\u00e8ques et de logement a d\u00e9clar\u00e9 que l'ampleur du probl\u00e8me du logement est telle que les gouvernements ne peuvent pas le r\u00e9soudre seuls. On estime \u00e0 3,5 millions le nombre de nouveaux logements n\u00e9cessaires pour atteindre l'accessibilit\u00e9 financi\u00e8re d'ici 2030, ce qui n\u00e9cessitera un financement innovant et une collaboration entre tous les types de fournisseurs de logements, qu'ils soient \u00e0 but non lucratif, \u00e0 but lucratif ou coop\u00e9ratifs.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">De nombreuses r\u00e9gions du Royaume-Uni sont confront\u00e9es \u00e0 un probl\u00e8me similaire, la demande de logements \u00e9tant sup\u00e9rieure \u00e0 l'offre. R\u00e9cemment, j'ai <\/span><span style=\"font-weight: 400;\">a eu l'occasion de visiter Hightown Housing, une association caritative du Royaume-Uni qui aide les personnes qui n'ont pas les moyens d'acheter ou de louer un logement au prix du march\u00e9. Je me suis entretenu avec David Skinner, directeur des services financiers, et Neil Wray, responsable de la tr\u00e9sorerie, afin de comprendre l'importance du travail de Hightown et d'apprendre comment l'investissement communautaire l'a aid\u00e9 \u00e0 avoir un impact plus important. Le premier est un accord de planification appel\u00e9 Section 106. Dans le cadre de cet accord, lorsqu'un promoteur acquiert un terrain, il doit d\u00e9signer une partie des propri\u00e9t\u00e9s pour la construction de logements sociaux. Les associations de logement, comme Hightown, se portent alors candidates \u00e0 l'achat de ces propri\u00e9t\u00e9s. Cela a repr\u00e9sent\u00e9 les deux tiers de tous les d\u00e9veloppements de Hightown au cours de l'ann\u00e9e derni\u00e8re. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Dans d'autres cas, Hightown ach\u00e8tera le terrain, concevra la propri\u00e9t\u00e9 et passera un contrat avec un constructeur pour la construction. Cette m\u00e9thode permet un contr\u00f4le plus direct. Comment ces logements abordables sont-ils financ\u00e9s ?\u00a0<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">R : Hightown a recours \u00e0 diff\u00e9rents types de financement. Il s'agit pour l'essentiel d'un financement par l'emprunt, c'est-\u00e0-dire de pr\u00eats bancaires et de pr\u00eats accord\u00e9s sur les march\u00e9s des capitaux. Nous acqu\u00e9rons de plus en plus de capitaux aupr\u00e8s d'investisseurs institutionnels tels que des compagnies d'assurance et des fonds de pension. Nous utilisons \u00e9galement des subventions du gouvernement et nous r\u00e9investissons tout exc\u00e9dent r\u00e9alis\u00e9 par Hightown dans l'organisation. Nous avons \u00e9galement \u00e9mis deux <\/span><a href=\"https:\/\/tapestrycapital.ca\/fr\/charitybonds\/\"><span style=\"font-weight: 400;\">obligations de bienfaisance<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<h3><b>Q : Comment les obligations de bienfaisance sont-elles utilis\u00e9es pour financer les logements abordables ?\u00a0<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">R : Nous avons \u00e9mis deux fois des obligations de bienfaisance. Les particuliers voulaient investir dans leur logement local et nous \u00e9tions \u00e0 la recherche d'un financement non garanti sans avoir \u00e0 d\u00e9pendre de la banque. Les obligations de bienfaisance nous ont permis de financer le d\u00e9veloppement d'unit\u00e9s de logement abordable au fur et \u00e0 mesure qu'elles \u00e9taient d\u00e9velopp\u00e9es. Nous n'avons pas eu \u00e0 attendre que les biens soient achev\u00e9s pour financer la construction. Les obligations de bienfaisance ont \u00e9galement permis de nous faire conna\u00eetre et de faire conna\u00eetre notre travail.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">En ce qui concerne le processus proprement dit, nous avons \u00e9tabli notre besoin de financement, travaill\u00e9 avec des consultants financiers et engag\u00e9 de nombreuses consultations communautaires avec des investisseurs potentiels. Nous avons ensuite \u00e9mis les obligations par l'interm\u00e9diaire de Retail Charity Bond plc. \u00e0 la Bourse de Londres et notre campagne d'obligations a \u00e9t\u00e9 sursouscrite. Notre premi\u00e8re campagne d'obligations caritatives en 2015 a permis de lever 27 millions de livres en quelques jours. En 2017, nous avons r\u00e9colt\u00e9 31,5 millions de livres dans un laps de temps similaire. Hightown travaille en permanence sur de nouveaux projets. Nous avons actuellement plus de 40 projets en cours. L'un de nos plus grands projets concerne un site qui \u00e9tait auparavant un espace industriel avec des entrep\u00f4ts et des parkings. Nous investissons 38 millions de livres sterling dans le d\u00e9veloppement de 158 unit\u00e9s. Il s'agit d'une combinaison d'appartements et de maisons qui seront des logements sociaux, des logements \u00e0 loyer abordable et des propri\u00e9t\u00e9s en copropri\u00e9t\u00e9.\u00a0<\/span><\/p>\n<h3><b>Q : Quelle est la diff\u00e9rence entre un logement social, un logement \u00e0 loyer abordable et une propri\u00e9t\u00e9 partag\u00e9e ?\u00a0<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">R : Les logements sociaux sont lou\u00e9s \u00e0 environ 60% du loyer du march\u00e9. Les logements \u00e0 loyer abordable sont lou\u00e9s \u00e0 80% du loyer du march\u00e9. Les propri\u00e9t\u00e9s partag\u00e9es sont destin\u00e9es \u00e0 encourager les individus \u00e0 gravir les \u00e9chelons du logement. Les personnes ont la possibilit\u00e9 de poss\u00e9der une partie du logement et de louer le reste. Par exemple, une personne peut se permettre de poss\u00e9der 60% d'une maison et d\u00e9cider de verser un acompte et d'obtenir un pr\u00eat hypoth\u00e9caire. Les 40% restants de la maison appartiennent toujours \u00e0 Hightown, et les particuliers sont donc tenus de payer un loyer \u00e0 Hightown pour cette partie de la maison. Id\u00e9alement, les individus augmentent leur pourcentage de propri\u00e9t\u00e9 de la maison jusqu'\u00e0 ce qu'ils en poss\u00e8dent 100% et la rach\u00e8tent \u00e0 Hightown.\u00a0<\/span><\/p>\n<h3><b>Q : Quel est l'impact de Hightown sur ses habitants et sur la communaut\u00e9 ?\u00a0<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">R : L'impact de Hightown est difficile \u00e0 quantifier. Mais voici quelques chiffres cl\u00e9s tir\u00e9s de notre rapport sur l'impact social :<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">40% de biens immobiliers r\u00e9pondant \u00e0 des besoins g\u00e9n\u00e9raux ont \u00e9t\u00e9 lou\u00e9s \u00e0 des m\u00e9nages sans domicile en 2020\/21.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">80 personnes sont pass\u00e9es d'une prise en charge temporaire de l'exclusion li\u00e9e au logement \u00e0 un logement stable\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">776 utilisateurs de services ont \u00e9t\u00e9 aid\u00e9s \u00e0 vivre de mani\u00e8re ind\u00e9pendante\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">40 mineurs non accompagn\u00e9s demandeurs d'asile ont b\u00e9n\u00e9fici\u00e9 d'un h\u00e9bergement et d'un soutien\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Les immeubles ont am\u00e9lior\u00e9 leur efficacit\u00e9 \u00e9nerg\u00e9tique de C \u00e0 A\/B gr\u00e2ce \u00e0 des travaux de r\u00e9novation.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Les m\u00e9nages ont \u00e9conomis\u00e9 en moyenne 247 livres sterling sur les \u00e9conomies de carburant.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Seulement 1,75 tonne d'\u00e9quivalent CO2 a \u00e9t\u00e9 \u00e9mise par foyer, alors que la moyenne du secteur est de 2,53 tonnes.\u00a0<\/span><\/li>\n<\/ul>\n<p><b><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-1251 size-full\" src=\"http:\/\/tapestrycapital.ca\/wp-content\/uploads\/2023\/01\/Hightown4.jpg\" alt=\"\" width=\"624\" height=\"468\" srcset=\"https:\/\/tapestrycapital.ca\/wp-content\/uploads\/2023\/01\/Hightown4.jpg 624w, https:\/\/tapestrycapital.ca\/wp-content\/uploads\/2023\/01\/Hightown4-300x225.jpg 300w, https:\/\/tapestrycapital.ca\/wp-content\/uploads\/2023\/01\/Hightown4-16x12.jpg 16w\" sizes=\"auto, (max-width: 624px) 100vw, 624px\" \/><\/b><\/p>\n<h3><b>Q : Quels conseils donneriez-vous \u00e0 d'autres organismes de logement d\u00e9sireux de reproduire votre mod\u00e8le ?\u00a0<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">R : Allez-y ! Nous sommes tous dans ce secteur pour r\u00e9soudre la crise du logement et nous devons donc d\u00e9velopper des strat\u00e9gies pour y parvenir. Pour Hightown, cela signifie maximiser les opportunit\u00e9s de d\u00e9veloppement et maintenir des logements de haute qualit\u00e9. Les organisations ne sont pas toutes confront\u00e9es aux m\u00eames d\u00e9fis.
